Englewood, Colorado-based engineering and construction program and project management firm LS Gallegos (LSG) has been sold by its founder Lawrence Gallegos to company executives Kelly Angel, president, Melanie Urso, chief operating officer, and Seth Joraanstad, chief financial officer. Gallegos will continue as president emeritus to support the transition and continued growth of the company.

LSG provides program and project management services to clients in the engineering and construction industry, supporting the delivery of major transportation and infrastructure projects across the United States. The company’s services include project and construction management oversight, independent cost estimating, change order management, project scheduling, contract and procurement administration, project controls implementation and support, document controls and records management, construction inspection, risk management, quality assurance, administrative assistance and operational readiness and airport transition (ORAT).

Angel has been with LSG for nearly 11 years and has more than 20 years of experience as a transportation engineer and program and project manager leading multi-disciplined teams and overseeing funding, planning, design, coordination, implementation and evaluation of large and complex projects exceeding $400 million. She is a licensed Professional Engineer (PE), certified Project Management Professional (PMP) and graduated from the University of Dayton with a Bachelor of Science degree in civil engineering.

Urso joined LSG in 2011. As chief operations officer, she leverages her more than 25 years of experience directing teams and projects to lead a variety of corporate operations and business development efforts for the company. She earned a bachelor’s degree in communications from the University of Colorado Boulder and a paralegal certificate from the University of Colorado Denver.

Joraanstad is a 25-year accounting and finance veteran, having previously held a number of senior roles in the engineering, manufacturing and cybersecurity industries. As chief financial officer, he supports the company’s leadership and oversees the company’s day-to-day accounting operations, with a focus on ensuring Federal Acquisition Compliance (FAR) and other government regulatory compliance. Joraanstad earned a bachelor’s degree in business administration-accounting from Biola University and an MBA in operations management from Regis University.

Some of LSG’s work in Colorado includes project management and construction oversight for multiple capital improvement and expansion projects at Denver International Airport (DEN) since 2001, including the current multibillion-dollar Great Hall Remediation, construction of the hotel and transit center, expansion and remodel of Concourses A, B and C, and the sixth runway project. LSG has also provided independent cost estimating services for the widening of segments of E-470 and currently serves as the prime program management consultant for the City of Colorado Springs/Pikes Peak Rural Transportation Authority’s transportation infrastructure and bridge asset management programs.

In recognition of its growth and economic impact in Colorado, LSG was recently named a 2024 Colorado Companies To Watch award recipient. Originally launched in 2009 by the Colorado Office of Economic Development and International Trade (OEDIT), CCTW annually recognizes growing companies and their critical impact on the state’s economic development.

Outside of Colorado, LSG has for the past 25 years provided project management oversight and consultancy services to an impressive list of federal, state and local government agencies, including the U.S. Department of Transportation’s Federal Transit Administration, overseeing the design, construction and operations of major bus and rail transit projects across the country; Amtrak’s Program Management Office and its nationwide ADA compliance program; and the Houston Metropolitan Transportation Authority.

Gallegos founded LS Gallegos in 1988. With nearly two decades of experience on projects across the country, and as a subject matter expert in program and project management for planning and delivering major capital infrastructure programs, Gallegos has consulted on some of the largest transportation programs in North America. He earned a bachelor’s degree in civil engineering and a Master of Business Administration degree from the University of Denver.
