Project forwarder JSL Global Qatar, a member of the Worldwide Project Consortium (WWPC) for Qatar, was contracted to manage the relocation of a Concrete Segment Factory from the site via the Port of Hamad, Qatar to Constanta, Romania, and onwards to the final location.

For this demanding shipment the cargo was loaded onto 98 x 40’OT/Flat Rack container and 1100 cbm breakbulk went onboard as part of the charter breakbulk shipment onboard the MV Rudolf.

The shipment comprised of Gantry Cranes, Girders, Steam boilers, Flying buckets, Panels, and Air compressors with the largest dimensions of 14 pieces being Gantry Crane Girders and beams, each 28 to 32 meter long.

When the cargo was loaded from the origin site and moved to Hamad port, the truck and heavy-duty trailer convoy was almost 112 meters long.

This shipment had to be delivered to a job site 390 km distance from the ex-Constanta port in Romania.

Challenges:-

  • This was complete industrial plant relocation. JSL provided a feasibility study to the client almost 8 months prior to the actual shipment delivery date.
  • The main challenge was exporting this full plant ex-Qatar due to multiple owners. Many owners changed and most of the material was procured locally and from Turkey and UAE. Due to multiple owners for the factory, original shipping documents were missing. The biggest challenge was to authenticate the ownership and generated export documents.
  • JSL Global worked out with multiple government agencies and put up this full case to the concerned authorities. After 6 weeks of rigorous follow-up, Qatar's concerned authorities approved this export.
  • Due to COVID/Pandemic freight rates for special equipment like Open tops and flat racks were quite high. JSL Global filed special rates with Hapag Lloyd and Maersk and managed to move 47+ special equipment ex Qatar to Romania.
  • Due to the Russia-Ukraine war, breakbulk rates were too high and the client had a very strict budget to follow. Freight rates changed multiple times but JSL asked the client to wait for the right vessel operator and the right timing. JSL fixed with a European-based vessel owner and made this possible with committed budgeted figures.
  • Police escort and route survey were key factors in this project considering long pieces 28 meters and 32 meters. JSL Project team planned to place 2 girders on the multi-axel trailer after several meetings with the heavy lift hauler.

JSL managed the police escort with the most suitable road connections due to FIFA ongoing work.

After loading the cargo at the Qatar site, JSL moved the shipment on road with a 112-meter-long convoy and police escort vehicles. JSL Project team and the Q-Terminal worked for 3 days continuously and supervised the safe offloading of cargo inside Hamad Port and then loaded on MV Rudolf breakbulk vessel.

  • As shipping terms were door-to-door, the JSL Project team visited Constanta before the vessel reached Constanta port. Because of heavy shipping traffic at the Romanian port due to the ongoing Russia-Ukraine war, JSL had to take special approval from concerned authorities for priority berthing.
  • To ensure the cargo was transported and handled safely during the voyage and offloading, JSL did 3rd party cargo survey and checked all cargo personally.
  • After import customs formalities the complete shipment was delivered to the client within 1 week time to avoid any port storage etc. JSL managed this difficult plant relocation possible and delivered all cargo safely to the client’s Romania site.
